Arunachal slips down 7% from its previous pass percentage in AISSCE

ITANAGAR, May 31:  Arunachal Pradesh has performed poorly in the All India Secondary School Certificate Examinations (AISSCE) 2017, which were declared on Sunday, with an abject drop of seven percent.

The state miserably slipped down with pass percentage of 43.33 from the previous year's pass percentage of 50.  

According to the Directorate of School Education, total number of students that appeared in the examination was 16,614 at 115 examination centers across the state, out of which 7,218 students passed and 5,947 have failed, while 3,160 students are in the compartment list.  

Records say that 272 students did not appear for the examinations and 13 students were detected of unfair means during the examinations.

Also, the girls outshined the boys in the AISSCE again, as out of the 8301 girls that appeared for the examinations, 3861 passed, whereas out of 8312 boys that appeared, only 3357 managed to pass.  

Apparently, a nose dive in overall pass percentage of AISSCE 2017 by the state schools is a worrisome indication of degrading education system in government run schools, especially at a time when the education sector has always been on top priority for successive governments in Arunachal Pradesh.

Meanwhile, 16 students have scored more than 90 percent and above. Guining Pertin of Rama Krishna Mission Narottam Nagar has topped   the AISCCE 2017 from the state with 94.6 percent, while Anooj Sathyam of Kendra Vidalaya Tenga Valley, West Kameng  district and Joytika Padh of KV Pasighat, East Siang district are at second position with 94 percent each. Aman Taboh of KV No. 2 Itanagar is at third position with 93.8 percent.  

In overall performance, Kendra Vidalaya schools in Arunachal have shined with good number of pass percentage and higher marks.  

One being enquired about poor performance of the students in AISSCE 2017, Joint Director School Education, Marken Kadu, who is currently holding the charge of Director, opined that shortage of subject teachers, unavailability of text books and weak background due to non-detention policy under RTE Act could be the factors for poor performance.

The Arunachal Times learned that many schools, especially government managed schools have not received adequate number of text books since the academic session of 2014-15. Surprisingly, the state government had only sanctioned Rs 1 crore against the required Rs 9.9 crores.

The trend of unfulfilled procurement of text books has reportedly continued, as in the 2015-16 academic session, Rs 3 crores was sanctioned against the requirement of Rs 13 crore and not a single penny was sanctioned in the academic year of 2016-17, sources disclosed.   

Apart from scarcity of text books, the government schools have been battling with lack of subject teachers and infrastructure over the years, even though reports suggest that many schools were upgraded.  Sources also informed that 99 upper primary schools were upgraded to secondary schools so far; however, no teacher posts were allegedly created against the upgraded schools. Similarly, 29 secondary schools were upgraded to higher secondary schools across the state. However no infrastructure has been created yet, sources added.

 

 

 

3 girls from Arunachal crack UPSC

ITANAGAR, May 31: Three female candidates from Arunachal Pradesh cracked the prestigious Civil Services Examination, 2016 (Mains) conducted by the Union Public Service Commission (UPSC).

The successful candidates are Mamu Hage (691), Chajat Lowang (857) and Duyu Kampu (1081).

It is worth mentioning here that Kampu and Lowang had earlier cleared the UPSC (mains), 2015 examinations.

Karnataka girl Nandini K R topped the examination, while Anmol Sher Singh Bedi and G Ronanki bagged the second and third positions respectively.

A total of 1099 candidates have cleared the examination and they have been recommended for appointment. However, the total number of vacancies reported by the government to be filled is 1209, which include General-610, OBC-347, SC-163 and ST-89. Although, there are 610 vacancies for general category, only 500 have been recommended for appointment.

Chief Minister Pema Khandu also took to his official Facebook page to congratulate the three girls and said that he was overjoyed with the news.

 "You three are our gems, our hope; and your achievement has set a big example for other aspirants from our state," he added.

 

 

 

Fund sanctioned for MTT & vocational training centres in Arunachal: Singh

NEW DELHI, May 31: Union Minister for Agriculture Radha Mohan Singh informed that funds have been sanctioned for establishment of one Multi Technology Testing (MTT) Centre and a Vocational Training Centre for agriculture and allied sectors in Arunachal Pradesh.

Singh informed this when Chief Minister Pema Khandu, along with MoS Home Kiren Rijiju called on him at the Krishi Bhavan on Wednesday in New Delhi and discussed issues concerning the state in agriculture and allied sectors.

Assuring that the College of Horticulture and Forestry (Pasighat) will be strengthened; the Union Minister also informed that establishment of a Centre of Excellence for orchid in the state is on the cards. He asked the state government to submit a proposal with DPR.

To an appeal by the Chief Minister for continued support to the state's Mission Organic, Singh revealed that the ministry has been regularly releasing money for the mission. He requested the state government to submit the utilization certificates (UC) so that the ministry could release more funds up to Rs 12 crore for 2017-18, saying that money is not a problem.

On the HTS (PDS) issue raised by the Chief Minister as well as the MoS Home, Singh, who very recently took over the charge of Food and Public Distribution, took stock of the latest status with his officials.

When informed that that the issue is pending due to certain differences between the Food Corporation of India and the state government with regard to submission of bills, Singh directed his officials to personally go to Arunachal Pradesh and resolve the issues within 15 days.

Regarding bamboo mission, Singh sought submission of UCs on time for continuous support from his ministry. He informed that a cabinet note has already been issued for sanction of funds in this regard.

The Union Minister also proposed to visit the state along with all his officials and hold a meeting with the state government officials to solve the problems on the spot.

Earlier, considering the huge untapped potential in Arunachal Pradesh, especially in horticulture and orchid cultivation, Khandu sought establishment of a Regional Centre for Orchid and a Centre of Excellence for Horticulture. He also urged the Union Minister to consider setting up a Bamboo Board on the lines of Spices Board, Coffee Board and Tea Board, for which he offered to provide land in the state.

Highlighting the problems faced by the state government due to non-release of funds against Hill Transport Scheme since years, Khandu appealed to the Union Minister to resolve the issue urgently.

 

 

 

Licha Thosum at FBB Colors Femina Miss India

ITANAGAR, May 31: University student Licha Thosum is representing Arunachal at the FBB Colors Femina Miss India 2017 (#fbbcolorsfemina missindia2017).

Thosum, who studied at Government Higher Secondary School, Doimukh and did her graduation from Don Bosco College, Itanagar ,has recently appeared for her final semester Ma in Sociology from the Rajiv Gandhi University.

This is for the first time that an Arunachalee is taking part at a Miss India contest.

She is currently at Mumbai since  May 27, 2017 for the training and grooming program leading to the grand finale on the 25th of June, when the Miss India World 2017 will be crowned, along with the two runner-ups.

 While speaking to this daily from Mumbai, Thosum said that it is really an honour for her to represent Arunachal for the first time in this contest's 54th edition.

NES and TSD urge govt to withdraw cabinet decision

ITANAGAR, May 31: The Nyishi Elite Society (NES) and the Tanw Supuñ Dukuñ (TSD), have  urged upon  the state Government to rescind the cabinet decision for temporary functioning of Divisional Commissioner (West) HQ at Yupia and  demanded its functioning at permanent HQ, Yachuli forthwith.

In a joint memorandum to the Chief Minister, both the apex organizations said that the cabinet approval for  temporary functioning of Divisional Commissioner (West) HQ at Yupia is against the democratic principle of decentralization of the administration towards the door steps of the people.

The memorandum further said "both the NES and TSD in its joint meeting on May 23 and with the legislators belonging to Lower Subansiri district on May 24 have taken a serious view of the arbitrary, irrational and haste cabinet decision to functioning of Divisional Commissioner (West) from Yupia, whereas there is adequate infrastructure with well built office complex of the Divisional Commissioner/DIGP Office with residential accommodations at its permanent HQ at Yachuli."

Expressing utter dismay over the cabinet decision of May 18  regarding  the  Divisional Commissioner (West), the memorandum  reminded the  government that huge infrastructure has already been built after the Govt notification no. DAD-8/98, dated 5th March, 1999, notifying Yachuli as the HQ of Divisional Commissioner (West) and ordering its functioning from Itanagar till the infrastructure is created at Yachuli.

Reminding the Chief Minister of his announcement during Golden Jubilee Nyokum Yullo at Joram on February 26 last and again at Yazali Nyokum on the same day to start functioning of the Divisional Commissioner's office at Yachuli, the memorandum said "there is a sharp contradiction in words and deeds."

The memorandum   also cited the historic Nyishi-Apatani Summit 2015 of 20 September, 2015 at Ziro and subsequent joint Yachuli resolution of 27 August, 2016 regarding  expansion of  the district HQ Ziro, and building of new infrastructure at Yachuli.

 

 

 

AAPSU raises banner against PADC

ITANAGAR, May 31: The All Arunachal Pradesh Students' Union (AAPSU) has strongly condemned the recent rally organised by the Patkai Autonomous District Council (PADC) committee and questioned the genuineness and integrity of the demand of the PADC, which seeks grant of Autonomous District Council under special provision Act of Parliament of India, under Article 371 (A).

"The demand for PADC is within the framework of the Constitution of India. However, the issue has been misguided and it is creating division in the mindset of the people of Arunachal Pradesh where every tribe enjoys equal status in the state," said AAPSU President Hawa Bagang and General Secretary Tobom Dai in a joint statement

The duo also said that eastern districts, especially Longding, Tirap and Changlang have been declared as disturbed areas by the Government of India because of the insurgency elements, but the flow of funds has not been distributed in a discriminatory manner to the districts, while adding that more funds have been given under the Department of Tirap Changlang and Longding (DoTCL), Border Area Development Plan (BADP), etc to the districts.

The AAPSU opined that the people or organisation(s) should focus on creating awareness regarding implementation of funds in the districts, as the common people have been kept in the dark for several years, and developmental activities are taking place at a slow pace.

The AAPSU made it clear that it would not tolerate any elements that try to hurt the integrity of the people and its land. The Union also called upon the PADC to forsake its demands for the Autonomous District Council for Patkai region if it is a policy of dividing the state.

The recent rally organised by the committee of the PADC is misguiding the people and making the demand under Article 371 (A) is illogical because Longding, Tirap and Changlang are part of Arunachal Pradesh. The rally is political instigation done by a few selfish individuals and has no public support, the Union added.

Further, the AAPSU sought unconditional public apology from the PADC committee for misguiding the people and the demand under Article 371 (A).

 

 

 

APCC dares Centre to implement cow slaughter ban order in state    

ITANAGAR, May 31: Strongly criticising the BJP-led NDA Government for blanket ban on cow slaughter, the Arunachal Pradesh Congress Committee on Wednesday dared the Modi Government at the centre to implement the ban order in Arunachal Pradesh.

The Modi-led Government banned the sale and purchase of 'cattle' from animal markets for slaughter with immediate effect, following which, the Environment Ministry on May 23, 2017 notified the stringent 'Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017', issued under the Prevention of Cruelty to Animals Act.

The new rules define 'cattle' to include "a bovine animal, including bulls, cows, buffalos, steers, heifers and calves and includes camels."

Claiming that some of the BJP leaders, including Union Minister of State for Home Affairs, Kiren Rijiju and former state Governor  J P Rajkhowa had equated the cow with the Mithun, which amounted to insulting the age-old culture, rituals and traditions of Arunachal tribals,  APCC President Takam Sanjoy, in a press statement said,  "these persons should publicly explain as to how Mithun could be equated with a cow."

He added that the tribal community in Arunachal Pradesh, mostly meat eaters, are supplied (meat) by mostly outside non-tribal traders. The meat trade sustaining livelihood to large section of people across this tribal state would be hit hard with far reaching consequences.

The APCC president further said, "The BJP-led NDA Government's ban on cow slaughter has been opposed tooth and nail by the masses, including Tamil Nadu, Kerala and West Bengal governments  which reflected the anti-people action of the centre, that directly violates the human rights and displaces the man-animal equation.

Criticizing the centre on its decision, the APCC said the centre and state are seemingly now governed by invisible "concubine team" to dictate what to eat and what not to; what to wear and what not to, which it claimed was never seen since independence.

 

 

 

Traditional cane bridge taking shape in IGRMS

ITANAGAR, May 31: A group of 16 traditional artisans from Arunachal Pradesh, under the leadership of one Karmur Jerang are making a traditional cane bridge in the Indira Gandhi Rashtriya Manav Sangrahalaya (IGRMS), Bhopal.

The IGRMS salvages activities to revitalize vanishing but valuable cultural traditions.  To achieve this objective, Sangrahalaya is adding a cane bridge at an open-air exhibition in its Traditional Technology Park.

"In olden days, our forefathers used traditional bamboo rafts to cross rivers. But, crossing rivers with bamboo raft is time consuming, which prompted them to construct traditional bridges," Jerang said, while giving an overview on how cane bridges came into existence in the state.

He informed of traditional bridges like, log bridges and cane hanging bridges. The first one is used or made for crossing difficult streams, while the second one is constructed for large rivers.

"For construction of such bridges, we need long ropes made of canes, bamboo, preferably dibang (local name) and strong wooden logs. The cane ropes are called tara, takat and esong. The large wooden logs are made as support to the ropes fastened together,"he said, while adding that a newly built bridge can last for around two to three years.

 

 

 

APP Khonsa bust gang of thieves

KHONSA, May 31: The Arunachal Pradesh Police, Khonsa unit busted a gang of thieves with the arrest of three of its members on May 30 last.

The police recovered several stolen goods, which include cooking gas cylinders, electrical and electronic goods and valuable local ornaments.

A police team led by SI Wiphang Pokna, following specific information that a suspect in Khonsa Police Station case (No. 16/17) was roaming near Club Colony, Khonsa, rushed to the spot and apprehended the suspect identified as Wangkai Wangsa, informed Tirap Superintendent of Police, J K Meena.

On interrogation, the suspect confessed his involvement in the said case and also disclosed the location of the where the booty was kept.

Consequently, another police team from Khonsa Police Station rushed to Forest Colony and recovered many stolen items, which included three Exide batteries, two LCD TVs, three water purifies (filter), two solar plates, three laptops, one solar light/torch, one Nikon CoolPix camera, Sony Cyber shot, two galeys (traditional sarong), and local necklaces with beads from the house (government quarter) of one Wangoi Wangsa.

Accused Wangoi Wangsa and his wife Phema Wangsa were also arrested by the police.

With the arrest of the three accused, the three cases (Nos. 16/17, 17/17, 47/16) of Khonsa Police Station registered under section 457/380 IPC have been solved.

Following several complaints of theft and burglaries, the APP Khonsa unit had constituted a team police led by Deputy SP Kardak Riba to deal with the cases and check theft and burglaries in the district.

SP Meena commended his team for succeeding to apprehend the thieves and assured them of being rewarded suitably for their success. (DIPRO)

 

 

 

DC directs implementing agencies to keep DA informed

CHANGLANG, May 31: Stating that close monitoring of implementation of the schemes as fundamental, Changlang Deputy Commissioner directed all the implementing agencies to keep the district administrative officers informed of all the schemes under them for proper monitoring and supervision.

The Deputy Commissioner on Wednesday convened a meeting of the administrative officers and HoOs of Changlang to discuss various mechanisms for smooth implementation of all the central and state flagship programmes.

He advocated for convergence of central government schemes and state government through inter-departmental consultations, coordination and cooperation and timely completion of all the schemes for speedy and visible development of the region.

Informing that the government at the highest level is monitoring all the flagship programmes of the central and state governments, the DC directed all the departments to submit their monthly progress report of various schemes being implemented in the first week of every month hereafter.

Speaking on Central Government's cleanliness campaign Swachh Bharat Abhiyan, the DC asked Department of UD and PHED to ensure that the campaign reached every nook and corner of the district and the target of 100 percent cleanliness is attained by making it a regular activity.

He also asked DF & CSO to ensure that all the subsidized essential items reached to the true beneficiary on time and directed to ensure opening of cent percent AADHAR linked bank accounts by the beneficiaries, if not done yet.

For ensuring cent percent Aadhaar generation of school children, the DC directed the DSO (Stat) to launch special enrollment drive including remote areas and also directed the DDSE and DD, ICDS to ensure opening of bank account by all the beneficiaries enabling them to avail the govt. incentives by DBT.

Stating that administrative officers are more close to the local people and know much about their socio-economic condition, the DC asked DD, Agri and DHO to involve the local administrative officers in selecting beneficiaries for various schemes.

Illegal settlers of Dipa RF served notice to vacate, 3 huts dismantled

LIKABALI, May 31: The forest officials of Likabali Forest Division, with the help of local administration, police and IRBN jawans dismantled three new illegally constructed huts at Gogar area under Dipa Reserve Forest (RF) of Likabali Forest Division on May 30.

DFO of Likabali Forest Division, B Taba informed that 17 families, who have illegally settled within the reserve forest area, have also been served notice under Rule 3(2) of Arunachal Pradesh (Ejectment of Unauthorized Person from Reserve Forests), 2013 to vacate within 15 days.

The team included DFO, Likabali Forest Division, Magistrate, SDO and ADO, Likabali and police personnel headed by SDPO and OC Likabali.

 

 

 

New market inaugurated

AALO, May 31: The newly established Paktu Market was inaugurated by West Siang Deputy Commissioner Gamli Padu on Wednesday.

The market has been established by the All Ato Paktu Ao Welfare Society (AAPAWS), with 39 counters for sale of meat and fish items for consumers of Aalo town.

DC Padu urged vendors to obtain necessary licenses to sell meat and fish items in a central location and urged the AAPAWS to monitor the functioning of the market.

Lauding the AAPAWS for utilizing portion of their society land for a productive purpose, PWD SE Tumto Kamchi insisted on formulating financial norms for the society as the health of the society depends on financial soundness and discipline.

The AAPAWS executive members informed that detailed proposals are being placed before the government to start a heritage centre to create different avenues for generations to come.

 

 

Veteran Cong leaders join BJP

ITANAGAR, May 31: Two veteran Congress leaders, B C Tok and Vishal P Nabam joined the Bharatiya Janata Party (BJP), claimed a state BJP release.

Tok was the General Secretary of Arunachal Pradesh Congress Committee (APCC) and Vishal was the Spokesperson of INC.

State BJP President Tapir Gao welcomed both the newcomers to the party fold.

 

 

 

'Start work on Sie Bridge Point to Lebri road project soon'

DAPORIJO, May 31: Alleging that road construction work from Sie Bridge Point to Lebri under Upper Subansiri district has not commenced despite the passage of 75 days after acceptance of bid by one M/S RD construction, the All Maro Baririjo Area Students' Union (AMBASU) has in a representation to the Superintending Engineer, Rural Works Division, Itanagar on Wednesday, appealed to him to direct the construction company to start work soon.

The Union claimed that the said construction company failed to execute work despite expiry of 75 days after acceptance of bid against the said project. 'The contractor has not even brought tools and equipments at the work site and survey work is yet to start', it further alleged.   

 

 

 

Security forces apprehend NSCN

LEDO, May 31: Security forces apprehended an overground worker of NSCN(IM) from Ledo town on May 30.

The Assam Rifles, based on intelligence inputs about presence of a cadre trying to terrorize and attempting forced extortion in Ledo town, conducted an operation in Ledo on the night of May 30.

During the operation, one overground worker Timsay Pongner was apprehended, informed Captain Rahul of Jairampur (Changlang) Battalion of the Assam Rifles.

Post spot interrogation, the arestee admitted allegiance to NSCN (IM) and divulged that he had been associated with the outfit since April 2016 and actively supporting the outfit in its activities by carrying out extortion and providing logistic support.

He further informed about his involvement in getting medical treatment done of an NSCN (IM) cadre, who was injured in inter-factional clashes between NSCN(IM) and NSCN (K) in April 2016 at Phinbero and took the injured cadre to Dimapur camp subsequently, Captain Rahul said.

 

 

 

1st DLMC meeting of Namsai district

NAMSAI, May 31: The first District Level Monitoring Committee meeting of Namsai after it was declared a district, was held in the office of the Deputy Commissioner on Wednesday.

Namsai Deputy Commissioner, R K Sharma asked the executive agencies to complete all ongoing civil works within the time frame and preferably before the onset of the monsoon. He further advised HoDs to ensure submission of utilization certificates against all the schemes being executed to enable timely completion of projects and further release of funds.

Planning Parliamentary Secretary Chau Zingnu Namchoom expressed satisfaction over the progress and development of various sectors in the district and suggested conducting DLMC meeting periodically.  

As the education and heath are the thrust area of the present government, Namchoom urged to ensure zero tolerance policy in these sectors. He also requested the HoDs to deliver more effective public services, and requested to conduct the District Health Society meeting at the earliest.

GP development plan meet held

YINGKIONG, May 31: The District Planning Committee (DPC) of Upper Siang district held a meeting on implementation of Gram Panchayat Development Plan under the 14th Finance Commission for 2016-17 at the DC's conference hall on Wednesday, wherein 62 schemes pertaining to 62 Panchayat segments were passed by the DPC.

The meeting also passed the five-year perspective plans (2015-2020).

Deputy Commissioner cum DPC Chairman, Remo Kamki urged the PRI members and all stakeholders to project viable schemes for their respective segments. He emphasized on proper coordination between concern departments and PRI representatives for proper implementation of various flagship programmes.

Mein seeks early notification of national highways from Gadkari

NEW DELHI, May 31: In a meeting with Union Minister of Road Transport, Highways & Shipping, Nitin Gadkari on Tuesday at New Delhi, Deputy Chief Minister Chowna Mein sought early notification of four state roads as National Highway.

These include the roads to Akajan-Likabali-Bame (120 km), Margherita-Changlang (44 km), Daporijo-Gerukamukh / Dullungmukh (125 km) and Tezu-Chapakhowa via Sunpura (59 km).

These four roads, aggregating to 348 km, were declared as national highways in-principle during the visit of the Union Minister of RTH&S to the state on January 31, 2017.

Mein informed that NHIDCL has been entrusted with preparation of DPR for these roads, except for Akajan - Likabali - Bame road, which is under improvement to two-lane standard under the Arunachal Pradesh Package for Roads and Highways, under Special Accelerated Road Development Programme (SARDP)-NE. However, the remaining three roads await finalisation of DPR by the NHIDCL.

Mein also proposed to actively consider funding of East-West Industrial Highway Corridor and Frontier Highway under Bharat Mala Program on priority, while citing that these roads are vital for economic development of the people of the state as well as for all weather connectivity to the border areas.

The proposed Highways are Bhairabkhund to Ruksin (431 km) under Phase-I, Mahadevpur to Kanubari (100 km) under Phase-II and the Arunachal Frontier Highway (1841 km).

The Deputy CM's office informed that Gadkari has agreed to consider funding of East-West Industrial Highway Corridor from Bhairabkhund to Ruksin (431km) under Phase-I and Mahadevpur to Kanubari (100km) under Phase - II with a condition to the state government that it should make the land available free from any encumbrances for these roads.

It was further informed that NH-315 (old NH-52B) between Mahadevpur and Kanubari is under implementation under the Arunachal Pradesh Package of (SARDP) -NE.

Further, Mein also sought approval of roads under SARDP-NE Phase 'B', aggregating 931 km for both Indo-Myanmar sector and state roads, to which the Union Minister assured to examine and take up the matter on priority.

He also updated the Union Minister that the SARDP-NE roads under Arunachal Package and Phase 'A' are in various stages of completion and execution in Arunachal Pradesh.  

The Union Minister informed that the Ministry had already set up a committee under the Chairmanship of the Director General (Road Development) and Special Secretary on February 2 last to examine the cost economics and to suggest innovative materials and technologies to be adopted for the proposed Frontier Highway.

It was informed that the first meeting of the committee is likely to be held in the first week of June, 2017. It was also communicated that the Package -A for the length of 10 km for 4-Laning of NH-415 from Itanagar to Banderdewa has been sanctioned and awarded out of 30 km till date.

Mein further requested to facilitate approval and sanctioning of remaining length (20 km) of Itanagar - Banderdewa road as Package - B & C to which the Union Minister assured consideration.

 

 

 

Bullet Club to host NE Riders Meet

ITANAGAR, May 31: To promote adventure as well as responsible tourism in the state, the Arunachal Bullet Club (ABC), in collaboration with the 30° North Motorcycle Club, Royal Siang Riders 515 MC and The Gliding Piranhas is all set to host the 9th edition of the North East Rider's Meet (NERM) at Pasighat from November 10 to 12 next.

In this regard, the club members also launched NERM's website www.northeastridersmeet.in, which was formally inaugurated by ABC's founding president cum Kra-Daadi district Deputy Commissioner, Pige Ligu.

Ligu hoped that organising such a large scale event would open a floodgate for tourism in the state and provide the people to showcase their hospitality, tradition and culture to the outside world, besides serving as a platform for the locals of the venue to earn revenue.

"The objective of the event should be to create a buzz among locals and tourists outside the state," he added

ABC Chief, Dingwang Wangham, gave an overview of the preparations and informed that, they are expecting at least 1200-1500 participants this year.

He also announced that the registrations for the event would open from June 3 next and all the transactions of the same would be done online.

NERM is an annual event hosted by the Royal Enfield Motorcycle riding Community from the North Eastern states of India. The event is not restricted to members of Royal Enfield Clubs (RECs) from the North East, but is rather open to all as solo/individual riders as well as members of other RECs.

Earlier, the ABC hosted NERM in 2010 at Mechuka.

 

 

 

Fee waiver schemes for NE students: ICSI

ITANAGAR, May 31: The Institute of Company Secretaries of India (ICSI) on Wednesday announced fee waiver schemes for students of north eastern states under the company secretaries' foundation and executive programme.

ICSI is a premier professional body set up under Company Secretaries Act 1980, for the regulation and development of the profession of Company Secretaries in India and functions under the jurisdiction of the Union Ministry of Corporate Affairs.

Addressing a press conference at Arunachal Press Club here, ICSI President Shyam Agrawal informed that under the 'Swavlamban-Samagra Shiksha, Samagra Vikas', the registration fee in CS foundation and executive programmes will be waived for students from the Northeast region.

He added that the free registration into ICSI programmes will start from June 1 and will continue up to March 31, 2018.

Adding that the waiver policy is in line with the centre's policy for inclusive growth of all parts of the country, the ICSI president said that "through this proactive move, the institute is expecting to empower the students of the region."

Interested students can get detailed information on the programmes from the ICSI website www.icsi.edu or call at 011-3313-2333, Agrawal informed. Students can also get the details of its programmes and scope from its study centre located at the Commerce Department of Rajiv Gandhi University, Doimukh, he added.

 

 

 

Rebia inspects erstwhile notified Divisional Commissioner Complex

YACHULI, May 31: In the wake of discontentment amongst the people of Yachuli Constituency over the government's decision to shift the Divisional Commissioner (West) and DIG (West) offices temporary to Yupia and to have a firsthand knowledge of infrastructural developments in Yachuli, Minister for UD, Town Planning, Housing etc. Nabam Rebia accompanied by local MLA Likha Saaya inspected the notified Divisional Commissioner area at Yachuli on Wednesday.

Interacting with the PRI members, student leaders and intellectuals of the area, Rebia assured to facilitate a consultative meeting with the Chief Minister and project the infrastructural and the viability of the area to him (CM) personally.  

Rebia also inspected the residential and non-residential buildings around the Divisional Commissioner (West) office and the Water Treatment Plant, the 33KV switchyard and the PWD circuit house.

Saying that Yachuli requires good road connectivity, he appealed to the people to refrain themselves from creating hurdles in road development, and assured to keep provision for two-lane road in the notified area.

Local MLA Saaya expressed grief over the decision to shift the Divisional Commissioner (West) and DIGP HQs (West) offices temporarily to Yupia. He informed that the foundation stones for the offices were laid on 6 March, 1999 by then Chief Minister Mukut Mithi.

People had been waiting for 18 long years with a hope that the Divisional Commissioner (West) and DIGP Hq(West) would materialize.  A lot of fund has been incurred to develop the infrastructures, he said, and appealed to the Minister to redirect the Divisional Commissioner (West) and DIGP Hq(West) to Yachuli.

It is worth mentioning here that other infrastructures, like KVK office, PWD SE Office, Mini stadium, office of the PWD, AE, Yachuli sub-divisional office, BRTF road to the Divisional Commissioner office and ring road connecting all the residential and non residential buildings of the area have already been constructed in the notified area.

Rebia was also accompanied by Lower Subansiri Deputy Commissioner Kemo Lollen and HoDs.

 

 

 

Kidding Hydro station at Nyapin completed

KOLORIANG, May 31: The 2X250 Kilowatt Kidding MHS project at Nyapin, Kurung Kumey has been completed on May 22 last by Koloriang Civil Division, Department of Hydro Power Development, informed the Executive Engineer(c) Koloriang Civil Division in a communiqué.

The project is in addition to Paya 2x50KW MHS at Hiya, which was commissioned during April, 2012 with an estimated cost of Rs 700 lakhs and 237.93 lakhs. The projects were funded under Ministry of New and Renewable Energy and state, the release further read.

Free badminton coaching camp ends

ITANAGAR, May 31: The free summer badminton coaching camp, organized by the Arunachal State Badminton Association (ASBA) ended at MLA Cottage Badminton Stadium here on Wednesday.

More than 50 young children, aged between 6 to 13 years attended the intensive coaching conducted by senior ASBA qualified coaches, Pema Ladon, Dilip Gurung and Gita Karki.

ASBA Secretary Bamang Tago, who also is the Chairman of the Sports Authority of Arunachal (SAA), hoped that the camp came handy for the children to learn the basics of the game of badminton. He also lauded the parents for encouraging their children to take part in it.  

Earlier, the camp with the theme, "Catch Them Young" was inaugurated by Executive Director (ops & finance), Ministry of Youth Affairs and Sports   Hira Ballabh and Regional Director, SAI Guwahati Subhash Basumatary on May 10 at MLA Cottage Badminton Stadium.

 

 

 

Minister suggests people friendly banking

NAHARLAGUN, May 31: Attending the valedictory event of the two days annual review meeting of Arunachal Pradesh State Cooperative Apex Bank at the Administrative Training Institute, Naharlagun, RD Minister, Alo Libang suggested the bank managers to be people friendly and work hard to regain the confidence of the people.

Assuring to do the best at the government level for the development of the state's bank and park all developmental / non treasury funds under his ministry at the Apex Bank, he suggested effective work ethics from bank employees of all the 37 branches of the bank.

The minister also opined that the Apex Bank, NABARD and LAMPS together could undertake procurement and marketing of agricultural produces, like ginger, potatoes, rice and horti produces like kiwi, cardamom, oranges, pineapples which are grown in large scale by the farmers of the state.

He also requested NABARD to help Apex Bank and LAMPS in this regard.

NABARD General Manager, Dr Gyanendra Mani appealed to the branch managers to have an emotional approach in landing portfolios to the assets created by the borrower and make it functional, so that recovery of loan is assured.

He also urged each branch manager to adopt a village in their area and promote it.

Earlier, the MD of Apex Bank briefed about the performance of the bank and various flagship programmes being implemented by it.

On the occasion, President of APSCABEA, Tadar Taluk submitted a memorandum on various issues like C/o head office building; parking of non treasury fund; implementation of VIIth CPC, etc to the Minister.

He informed that the Apex Bank is now CBS enabled and operating in almost all areas of the state, including non-viable places like Tuting, Anini, Mechuka, Jenging, and is catering to the banking needs of the needy people.

As it is the lone state owned bank of the state, parking of funds like non treasury fund, payment of government employee salaries through Apex Bank will be an immense step on the part of the state government for revival of the bank. He also appealed to the General Manager of NABARD to reimburse the claim submitted by the bank against conducting FLCC/ FLAP programmes in the state through the 37-branch network.

Meanwhile, a daylong workshop was also arranged on Credit Linked Subsidy Scheme under Pradhan MantryAwas Yojana, in collaboration with HUDCO on May 31.

On the occasion, Taluk felicitated four branch managers, namely Kimar Ete (Aalo branch), Taniya Lombi (IC Basar branch), Tawang Lowang (IC Khonsa branch) and Mudo Tatung (Ziro Branch) as the 'Best Branch Managers' for the year 2016-17.

 

 

 

Skill dev training on embroidery underway at Khonsa

KHONSA, May 31: A 15 days long Skill Development Training on Embroidery conducted by the department of Textile & Handicrafts, Tirap district for Khonsa and Lazu Blocks began on Wednesday.

Circle Officer, Hakreso Kri and Deputy Director Industries (DDI), Pongrem Arangham inaugurated the programme, the second phase of which shall be held at Craft Centre, Khonsa for Lazu Block.

Lauding the Department of Textile & Handicrafts for conducting the training, Kri urged the trainees to emphasise on giving a traditional touch to attires to keep the rich traditions alive. He further advised them to take up entrepreneurship in small scales and become self employed.

Kri also urged the ADTH to open up a sales counter at market area which will help local artisans who produce minor products to sell their products since they cannot afford to open up shops for themselves. 'Such an outlet will help artisans showcase their produce for sale', Kri added.

DDI, Arangham also suggested all the trainees to avail maximum benefit from the training.

Cooperative education cum awareness prog

ITANAGAR, May 31: Arunachal Pradesh State Cooperative Union (APSCU), with support of Bassar Nello Sangtam Ajin MPCS Ltd organized Cooperative Education cum Awareness Programme in two batches at Government ME School, Bassar Nello under Sangdupota Circle of Papum Pare district on May 31.

As many as 130 participants from primary cooperative societies, SHGs, farmers, Panchayat leaders, gaon burahs, unemployed youth and women attended the programme.

The objective of the programme was to give information and publicity on cooperative ethics, values and principles under Arunachal Pradesh Cooperative Societies Act 1978 and Rules 1982 as well as to mobilize for formation of Cooperative Societies.

HN Hina, GPC, exhorted the participants to form cooperative societies for socio-economic development of the people under cooperative sector, stating that sustainable development is possible through joint and group economic activities.

P Tayeng, DRCS, Chief Executive Officer, APSCU highlighted the various training and education plan programmes.

 

 

 

World No Tobacco Day observed

ITANAGAR, May 31:  Rallies and awareness programmes throughout the state marked the occasion of World No Tobacco Day with huge participation of people from all walks of life.

At Tawang, about 40 bikers took out a motorbike rally to create awareness among people regarding the adverse effects of tobacco consumption. Organized by the District Tobacco Control Programme (DTCC) and National Tobacco Control Programme (NTCP), in collaboration with Social and Cultural Development Society, Tawang, the rally was flagged off by Zilla Parishad Chairperson, Jambey Tsering and Tawang EAC, Lobsang Tsetan

DPO NCD, Dr Sangey Thinley elaborated on the theme 'Tobacco - A Threat to Development' and informed about tobacco related diseases and its side effects. He further appealed to the society to cooperate in implementation of Cigarette & Other Tobacco Products Act'2003 (COTPA) in the district.

Later, EAC, Lobsang Tsetan inaugurated the District Tobacco Control Cell, Tawang on the occasion.

At Changlang, the District Tobacco Control Cell conducted an awareness programme on this year's theme at Rang-Frah Government College to mark the occasion.

DPO DTCC, Dr R C Das gave a comprehensive presentation on the theme and held discussions on the role of youth in the fight against tobacco menace with the college faculties, students and people from nearby villages of Kengku and Longlung villages.

DTCC Consultant, Yater Tali urged the participants to spread awareness at village level, while Principal, Dr Kangki Megu spoke about Prohibition on Sale of Cigarettes and Other Tobacco Products around Educational Institutions Rules, 2004. Physiotherapist NCD, Preity Nair also gave a brief presentation on state government's role in tobacco control measures.

At Pasighat, a rally was organized by the District Tobacco Control Cell, East Siang in collaboration with Woman Against Social Evil (WASE) group, Sille unit, wherein slogans were raised creating awareness regarding adverse health effects of tobacco consumption and its negative impact on societal development.

The rally which began from Government Higher Secondary School, Sille covered various villages in the area.

At Roing, ADC, Chestha Yadav, while speaking during a District Tobacco Control Cell organized programme at the district hospital, said that widespread uses of tobacco, alcohol, opium and other forms of drugs in day to day life are the main causes of social evils and it hampers the development process.  She urged the DMO to conduct outreach camp at school and colleges to create more awareness and called for more participation of women folk in eradicating such social evils from society.

With the help of a power point presentation, MO P Tayang explained about various diseases caused by tobacco products, such as oral cancer, lung cancer, oesophagus, larynx and pancreas, gastro-duodenal ulcer cancer of the cervix and endometrium cancer of the urinary bladder, still births, abortions neonatal deaths etc.

At Yingkiong, a mass rally was organized by the DTCC, which saw the participation of people from all walks of life. It was followed by a public meeting at the district hospital, wherein Yingkiong Deputy Commissioner, Remo Kamki highlighted the ill effects of tobacco consumption on people's health and appealed all not to consume any tobacco products.

The programme concluded with a power point presentation on the hazardous effects of tobacco on human health and society by DPIO and DTCC, Dr India Modi.

At Aalo, DMO Dr Nyage Geyi explained about harmful effects of tobacco with the help of a power point presentation to a large gathering at the community hall in Old Market.  Organised by the DTCC under the National Tobacco Control Programme, a large number of school students, doctors and staffs of the district hospital, NGOs, market welfare committees and police personnel attended the programme.

Earlier, teachers and students of RK Mission School, Mothers' Vision NGO, NTCP and NCD staffs, along with large numbers of police personnel took out a rally from General Hospital to Community Hall Old Market Aalo.

At Seppa, World No Tobacco Day was observed with the theme "Tobacco a Threat to Development" in presence of large number of medical officials, nursing staff, ASHAs and public at the District Hospital in East Kameng district.

District Medical Officer, Dr Kaya Lapung appealed to all the participants to pledge to avoid tobacco products and maintain a healthy lifestyle. This was followed by power-point presentation by District Programme Officer (NDC), Dr K Gyadi on ill effects of tobacco consumption.

District Nodal Officer (ASHAs), Dr S K Suman gave a presentation on role of ASHAs and their contributions, particularly in remote areas. He also requested all the ASHAs to create awareness among the villagers about the ill effects of tobacco consumption.

At Doimukh, a tobacco awareness rally was organized by the general public and government officials at Doimukh town to mark the occasion of World No Tobacco Day.

Later, addressing an awareness meeting at Doimukh Market, State Programme Officer (NTCP), Dr Biman Natung explained about the provisions of the COTPA, 2003.  District Tobacco Control Cell Consultant, S Majumdar spoke on ill effects of tobacco consumption.

At Lohit, the day was observed at General Hospital, Tezu. DPO NTCP, Dr S Towang spoke on COTPA and NTCP, while DMO Dr S Chai Pul, Medical Superintendent, Dr A Wailong and Dr. S Naygil (DRCHO) spoke on ill effects of tobacco consumption.  This was followed by a power-point presentation by Dr S Towang on tobacco consumption in India and Arunachal Pradesh.  The programme was organized by NTCP officials, led by Liza Umbrey (consultant) and others.

At Khonsa, the day  was observed at Don Bosco Youth Center (DBYC). The programme was organised by the District Health Society, Tirap, under National Tobacco Control Program (NTCP).

Dr Roto Robo and NTCP social work mobiliser  Tai Bai gave  power-point presentations on ill effects of tobacco consumption and effects of tobacco consumption to the social economy respectively. (DIPROs)

 

 

 

'Convergence and dovetailing central and state schemes for maximum benefit'

PASIGHAT, May 31: Many developmental schemes are being implemented by the central and state governments in the state but due to lack of inter-departmental linkage, coordination and cooperation, desired benefits of the schemes are not reaching the targeted beneficiaries, stated East Siang Deputy Commissioner Tamiyo Tatak.

Tatak was chairing a coordination meeting on Wednesday with the developmental schemes implementing departments, like Planning, DRDA, PHED, Power, Agriculture, Horticulture, Veterinary etc.

"Convergence of various schemes of the Central Sector Schemes (CSS) and dovetailing the same with state government schemes would ensure better result on the ground," he opined.

The main objective of the meeting was to meet the special developmental needs and well-being of the people living in districts with the entire essential infrastructure through convergence of central and state flagship programmes and schemes, informed the DC.

He constituted three committees headed by the respective ADCs to conduct field survey and to draw list of strategically prioritized beneficiaries in their respective jurisdictions and forward the same to the district authority within June 10 next.

DC Tatak also said that keeping in view of the local conditions, administration would ensure that maximum benefits are reached to the needy people involving PHED, Power, food and civil supply, education, agri-horti etc to strengthen the houses being constructed under PMAY.

He informed that a district level meeting would be convened on June 15 and a report would be forwarded to the Secretary Planning (GoAP) immediately after the meeting in this regard. (DIPRO)

Time is running out for Modi

In the last 3 year the priority of people and government seems to have drastically changed in India. Issues concerning ordinary citizens like employment opportunities, hike in petrol-diesel prices, and slow growth in industrial sector have all taken back seat. Government as well as citizen seems more concern about cow slaughter, religion, etc. As per the report in national media, economic growth unexpectedly slowed to its lowest in more than two years, dragged down by construction, manufacturing and trade services. Slow down has stripped India of its status as the world's fastest growing major economy.

Annual gross domestic product (GDP) growth for the January-March 2017 period came in at 6.1 percent, compared with a provisional 7.0 per cent in the previous quarter, government data showed. It is lower than China's growth of 6.9 percent for the first three months of 2017. The slow economic growth is expected to severely hit the job market. Already job market is reeling under extreme pressure. IT industry is laying off thousands of employees and industries are failing to generate employment opportunities. Unfortunately Government of India seems least worried about these burning issues. They are more in busy in framing laws to ban beef. The leaders of ruling party are indulging in all kind of destructive activities and dividing people on religious line. It's time Prime Minister Narendra Modi get things under his control and concentrate in improving economic condition of the Indians. People voted for him with the hope that he will focus on development agenda. Modi promised several things during general election and it's time to fulfill those promises.

Secured employment

Dear Editor,

Money is always a matter of concern and it is the basic factor which ultimately determines the standard of living. Being employed is not only a dream but also the right of every citizen in India. The lack of employment is one of the major issues in Arunachal Pradesh and when the deserving don’t get employed, the matter obviously needs apex consideration. Unemployment is the phenomenon and a problem which is to be understood from different angles. India is really rich in terms of human resources but still we are a developing country and are remaining with the same status since years. The life of people who are either fully unemployed or partially employed many times is pathetic. We cannot claim our State as a welfare state as long as the problem of unemployment remains unsolved. Everyone knows that India is a thickly populated nation. Population is always increasing by a very large number and at a random pace. However, our State is not in a position to provide jobs to all those people in our State effectively. Jobs and other gainful avenues can’t be provided in the required proportion and thus a major section of the population remains unemployed. Even the education system of our State is also a major factor responsible for the problem.

We have many educated persons unemployed because of mafias and dealers during Job interviews. Only in our Country such highly educated people fail to find a job. Many of the graduates who pass out every year are fit only for office work and not for any other work. The impact of unemployment on our society is very huge. Unemployment leads to poverty, it deprives a person of all the sources for income and as a result, the person grows poor. It also causes numerous social problems such as theft, dishonesty, bribery; gambling etc. The social security of our nation is disturbed. Another major problem caused by unemployment is political instability. Unemployed persons consider the government as worthless which can’t provide them any work. Extreme effects of unemployment on the citizens of our country include drug addiction, frustration and even suicides. Disturbances and disorders increase in our society.

Our State can’t be developed politically, economically or socially, unless the problem is fully solved.

Thus our State is in a great need to solve the problem of unemployment. The government should take essential steps to check the problem. We know that actually this problem is clearly an economic problem. So it is very necessary to overhaul our State's economic policy. Labor is abundant in our State. They should be provided employment through small-scale cottage industries or any such industries. More focus should be kept on vocational and technical education. The present system of bookish education must be discouraged to some extent. Awareness classes on family planning should be also conducted. In such ways the government should check the rapid increase of population. These measures could surely help us to solve this problem of unemployment. It is the moral responsibility of any government to bestow the people with the highest possible standard of living. And the provision of a secured employment is the primary need to attain the noble goal.

Road accidents in India kill more people than some epidemics. More than half of those killed were the younger live. It is sad to lose too many peoples in road accidents. We must make safety on our roads a priority. Driving in big cities is never an easy job. It seems it is nobody’s business for our own city. We make our own rule and follow. Almost 78 % accidents take place due to reckless driving. Do we follow the Motor vehicle act?

Traffic rules and regulations are to assure the smooth flowing of motor vehicles in the road. The traffic pressure on the roads of our city grows several times. To control the unprecedented growth of motor vehicles, the first Motor Vehicle Act 1914 which was in later years known as "The motor Vehicle Act 1988" came into force from 1 July 1989, it was amended and revised several times by the Government of India. The changes in the Motor Vehicles (Amendment) Bill, 2016, were approved by the Union cabinet on March 31. This legislation is to amend the Motor Vehicles Act to impose stiffer penalties on traffic rules violations and to protect the Good Samaritans from legal harassment and was passed by the Lok Sabha. But the rules are never implemented with good spirit. The traffic is forcing fines for the defaulters on the road. But are they able to find the reason behind? Under the out-of-date Motor Vehicles Act and the Indian Penal Code, the police adopt simplistic methods to determine ‘driver fault’, while fixing responsibility for accidents. There are other merged factors including bad road design and failure of civic agencies to maintain infrastructure.

In spite of fast¬ paced motorisation, we do not have a scientific accident investigation agency. It should be the government effort to improve road safety but there is an urgent need to make administrative changes in the Motors Vehicle Act. Narrow roads and faulty design of flow of traffic are the prime factor. Unaware of road markings make our city most vulnerable. The traffic lights at the road intersections are very important device for the pedestrians and drivers. Unscientific speed breakers with no road sign/markings make drivers uncontrollable.  In countries like US, Canada they do not have speed breakers to control speeds rather a STOP sign.

Our city grows with a transportation handicap with tangled plans for road systems. Our infrastructure has not kept pace with time. Public transports are the most disobeyer. City buses are slow, crowded and unorganised.  Auto rickshaws ply on whims and fancies. The lack of parking spaces, narrow roads and traffic chaos are the order of the day. The congestion near shopping mall, restaurant, school, office and hospitals are the cause of concern. The routes are unplanned and uncontrolled. There is flaw in designing bus stand. Mushrooming of unauthorised Auto stand is not only blocking traffic flow but also serious concern for the safety of commuters. The road users are unaware of basic knowledge of road markings and traffic signals. Vehicles of VVIPs often break traffic rules. Vacuum horn, zigzag driving, racing bikers are common defaulters on the road.  The use of high beams is prohibited within city limits. But are we aware of it? This will cause accidents but also lead to road rage. New LED lights on the streets will suffice this cause. Prohibition of blow horn and judicious use of siren by ambulance are necessary to curb noise.

Traffic management should understand the flow of traffic during peak hours.  Use of hand signal discouraged due inbuilt indicators of vehicle nowadays but it can help other drivers and the road users more effectively about intentions like slow down, turn and allowing of overtaking. Parking crisis emerge as vehicles flood in our city. The only way to solve the parking issue is to restrict parking and make car-pooling compulsory and encourage public transport system. Above all Passenger’s safety and convenience is a far cry. And traffic authority is keeping a blind eye on those violators. Are we living in a civilized city? Commuters have no alternatives but to bear the bitter experience on the road. And many have already shifted to private transport which causes rise of private vehicle on the road.

There are systemic corruption in transport departments in vehicle certification, licensing of drivers and poor monitoring of roadworthiness of commercial vehicles. The rising cost of sale of spares and servicing of vehicles by the virtual monopoly of automotive companies affecting quality of maintenance. The thorough knowledge of traffic rules/regulations, traffic signs and markings are very essential for the drivers and road users. The proper knowledge of these rules can reduce the number of accident and thus can establish a healthy and organized traffic system in our city.

The challenge now is to catch our transport infrastructure up to the demand. Construction of flyovers, subways, highway engineering is those immediate steps are to be taken into consideration. Technology can play a key role to smooth flow of traffic safer and less congested.  We need to treat roads as we treat the airways and planes.  App based taxi services UBER/Ola, carpooling may be the future for office goers. But at present, cost effective public transport are to be given top priority. City buses are the best means of public transport for common people.  They are to be modernised like BRTS (bus rapid transport service). The new approaches to urban design of roads and routes of public transport are to be scientifically re-organised for smooth flow of traffic. Passes for different duration, modern bus terminal and timings should be introduced to give commuters a hassle free travelling.  A strict rule of the road is to be enforced. Heavy penalty should be imposed on violators to check the menace. And after all, the concerned authority should draw kind attention towards the rude and irresponsible behaviour of drivers and conductors with the commuters. Control room complaint cell may help needy and stranded people. Otherwise North Eastern will continue to suffer.

The Smart Cities Mission is a new initiative by the Government of India to drive economic growth and improve the quality of life of people. It is indeed good news for us which included north-eastern cities Guwahati, Kohima, Imphal, Aizawl, Shillong and Agartala under Smart Cities Mission. Let’s hope early implementation in coming days. Hope Motor Vehicle (Amendment) Bill 2016 amends the Motor Vehicles Act, 1988 to address all these issues.
