Arunachal slips down 7% from its previous pass percentage in AISSCE

ITANAGAR, May 31: Arunachal Pradesh has performed poorly in the All India Secondary School Certificate Examinations (AISSCE) 2017, which were declared on Sunday, with an abject drop of seven percent.
The state miserably slipped down with pass percentage of 43.33 from the previous year's pass percentage of 50.
According to the Directorate of School Education, total number of students that appeared in the examination was 16,614 at 115 examination centers across the state, out of which 7,218 students passed and 5,947 have failed, while 3,160 students are in the compartment list.
Records say that 272 students did not appear for the examinations and 13 students were detected of unfair means during the examinations.
Also, the girls outshined the boys in the AISSCE again, as out of the 8301 girls that appeared for the examinations, 3861 passed, whereas out of 8312 boys that appeared, only 3357 managed to pass.
Apparently, a nose dive in overall pass percentage of AISSCE 2017 by the state schools is a worrisome indication of degrading education system in government run schools, especially at a time when the education sector has always been on top priority for successive governments in Arunachal Pradesh.
Meanwhile, 16 students have scored more than 90 percent and above. Guining Pertin of Rama Krishna Mission Narottam Nagar has topped the AISCCE 2017 from the state with 94.6 percent, while Anooj Sathyam of Kendra Vidalaya Tenga Valley, West Kameng district and Joytika Padh of KV Pasighat, East Siang district are at second position with 94 percent each. Aman Taboh of KV No. 2 Itanagar is at third position with 93.8 percent.
In overall performance, Kendra Vidalaya schools in Arunachal have shined with good number of pass percentage and higher marks.

Apart from scarcity of text books, the government schools have been battling with lack of subject teachers and infrastructure over the years, even though reports suggest that many schools were upgraded. Sources also informed that 99 upper primary schools were upgraded to secondary schools so far; however, no teacher posts were allegedly created against the upgraded schools. Similarly, 29 secondary schools were upgraded to higher secondary schools across the state. However no infrastructure has been created yet, sources added.
3 girls from Arunachal crack UPSC
ITANAGAR, May 31: Three female candidates from Arunachal Pradesh cracked the prestigious Civil Services Examination, 2016 (Mains) conducted by the Union Public Service Commission (UPSC).
The successful candidates are Mamu Hage (691), Chajat Lowang (857) and Duyu Kampu (1081).
It is worth mentioning here that Kampu and Lowang had earlier cleared the UPSC (mains), 2015 examinations.
Karnataka girl Nandini K R topped the examination, while Anmol Sher Singh Bedi and G Ronanki bagged the second and third positions respectively.

Fund sanctioned for MTT & vocational training centres in Arunachal: Singh
NEW DELHI, May 31: Union Minister for Agriculture Radha Mohan Singh informed that funds have been sanctioned for establishment of one Multi Technology Testing (MTT) Centre and a Vocational Training Centre for agriculture and allied sectors in Arunachal Pradesh.
Singh informed this when Chief Minister Pema Khandu, along with MoS Home Kiren Rijiju called on him at the Krishi Bhavan on Wednesday in New Delhi and discussed issues concerning the state in agriculture and allied sectors.
Assuring that the College of Horticulture and Forestry (Pasighat) will be strengthened; the Union Minister also informed that establishment of a Centre of Excellence for orchid in the state is on the cards. He asked the state government to submit a proposal with DPR.

NES and TSD urge govt to withdraw cabinet decision
ITANAGAR, May 31: The Nyishi Elite Society (NES) and the Tanw Supuñ Dukuñ (TSD), have urged upon the state Government to rescind the cabinet decision for temporary functioning of Divisional Commissioner (West) HQ at Yupia and demanded its functioning at permanent HQ, Yachuli forthwith.
In a joint memorandum to the Chief Minister, both the apex organizations said that the cabinet approval for temporary functioning of Divisional Commissioner (West) HQ at Yupia is against the democratic principle of decentralization of the administration towards the door steps of the people.
The memorandum further said "both the NES and TSD in its joint meeting on May 23 and with the legislators belonging to Lower Subansiri district on May 24 have taken a serious view of the arbitrary, irrational and haste cabinet decision to functioning of Divisional Commissioner (West) from Yupia, whereas there is adequate infrastructure with well built office complex of the Divisional Commissioner/DIGP Office with residential accommodations at its permanent HQ at Yachuli."

AAPSU raises banner against PADC
ITANAGAR, May 31: The All Arunachal Pradesh Students' Union (AAPSU) has strongly condemned the recent rally organised by the Patkai Autonomous District Council (PADC) committee and questioned the genuineness and integrity of the demand of the PADC, which seeks grant of Autonomous District Council under special provision Act of Parliament of India, under Article 371 (A).
"The demand for PADC is within the framework of the Constitution of India. However, the issue has been misguided and it is creating division in the mindset of the people of Arunachal Pradesh where every tribe enjoys equal status in the state," said AAPSU President Hawa Bagang and General Secretary Tobom Dai in a joint statement
The duo also said that eastern districts, especially Longding, Tirap and Changlang have been declared as disturbed areas by the Government of India because of the insurgency elements, but the flow of funds has not been distributed in a discriminatory manner to the districts, while adding that more funds have been given under the Department of Tirap Changlang and Longding (DoTCL), Border Area Development Plan (BADP), etc to the districts.
The AAPSU opined that the people or organisation(s) should focus on creating awareness regarding implementation of funds in the districts, as the common people have been kept in the dark for several years, and developmental activities are taking place at a slow pace.
The AAPSU made it clear that it would not tolerate any elements that try to hurt the integrity of the people and its land. The Union also called upon the PADC to forsake its demands for the Autonomous District Council for Patkai region if it is a policy of dividing the state.
The recent rally organised by the committee of the PADC is misguiding the people and making the demand under Article 371 (A) is illogical because Longding, Tirap and Changlang are part of Arunachal Pradesh. The rally is political instigation done by a few selfish individuals and has no public support, the Union added.
Further, the AAPSU sought unconditional public apology from the PADC committee for misguiding the people and the demand under Article 371 (A).

Traditional cane bridge taking shape in IGRMS
ITANAGAR, May 31: A group of 16 traditional artisans from Arunachal Pradesh, under the leadership of one Karmur Jerang are making a traditional cane bridge in the Indira Gandhi Rashtriya Manav Sangrahalaya (IGRMS), Bhopal.
The IGRMS salvages activities to revitalize vanishing but valuable cultural traditions.
To achieve this objective, Sangrahalaya is adding a cane bridge at an open-
"In olden days, our forefathers used traditional bamboo rafts to cross rivers. But, crossing rivers with bamboo raft is time consuming, which prompted them to construct traditional bridges," Jerang said, while giving an overview on how cane bridges came into existence in the state.
He informed of traditional bridges like, log bridges and cane hanging bridges. The first one is used or made for crossing difficult streams, while the second one is constructed for large rivers.
"For construction of such bridges, we need long ropes made of canes, bamboo, preferably dibang (local name) and strong wooden logs. The cane ropes are called tara, takat and esong. The large wooden logs are made as support to the ropes fastened together,"he said, while adding that a newly built bridge can last for around two to three years.
APP Khonsa bust gang of thieves
KHONSA, May 31: The Arunachal Pradesh Police, Khonsa unit busted a gang of thieves with the arrest of three of its members on May 30 last.
The police recovered several stolen goods, which include cooking gas cylinders, electrical and electronic goods and valuable local ornaments.
A police team led by SI Wiphang Pokna, following specific information that a suspect in Khonsa Police Station case (No. 16/17) was roaming near Club Colony, Khonsa, rushed to the spot and apprehended the suspect identified as Wangkai Wangsa, informed Tirap Superintendent of Police, J K Meena.
On interrogation, the suspect confessed his involvement in the said case and also disclosed the location of the where the booty was kept.
Consequently, another police team from Khonsa Police Station rushed to Forest Colony and recovered many stolen items, which included three Exide batteries, two LCD TVs, three water purifies (filter), two solar plates, three laptops, one solar light/torch, one Nikon CoolPix camera, Sony Cyber shot, two galeys (traditional sarong), and local necklaces with beads from the house (government quarter) of one Wangoi Wangsa.
Accused Wangoi Wangsa and his wife Phema Wangsa were also arrested by the police.
With the arrest of the three accused, the three cases (Nos. 16/17, 17/17, 47/16) of Khonsa Police Station registered under section 457/380 IPC have been solved.
Following several complaints of theft and burglaries, the APP Khonsa unit had constituted a team police led by Deputy SP Kardak Riba to deal with the cases and check theft and burglaries in the district.

LIKABALI, May 31: The forest officials of Likabali Forest Division, with the help of local administration, police and IRBN jawans dismantled three new illegally constructed huts at Gogar area under Dipa Reserve Forest (RF) of Likabali Forest Division on May 30.
DFO of Likabali Forest Division, B Taba informed that 17 families, who have illegally settled within the reserve forest area, have also been served notice under Rule 3(2) of Arunachal Pradesh (Ejectment of Unauthorized Person from Reserve Forests), 2013 to vacate within 15 days.

New market inaugurated
AALO, May 31: The newly established Paktu Market was inaugurated by West Siang Deputy Commissioner Gamli Padu on Wednesday.
The market has been established by the All Ato Paktu Ao Welfare Society (AAPAWS), with 39 counters for sale of meat and fish items for consumers of Aalo town.

'Start work on Sie Bridge Point to Lebri road project soon'
DAPORIJO, May 31: Alleging that road construction work from Sie Bridge Point to Lebri under Upper Subansiri district has not commenced despite the passage of 75 days after acceptance of bid by one M/S RD construction, the All Maro Baririjo Area Students' Union (AMBASU) has in a representation to the Superintending Engineer, Rural Works Division, Itanagar on Wednesday, appealed to him to direct the construction company to start work soon.
The Union claimed that the said construction company failed to execute work despite expiry of 75 days after acceptance of bid against the said project. 'The contractor has not even brought tools and equipments at the work site and survey work is yet to start', it further alleged.
Security forces apprehend NSCN
LEDO, May 31: Security forces apprehended an overground worker of NSCN(IM) from Ledo town on May 30.
The Assam Rifles, based on intelligence inputs about presence of a cadre trying to terrorize and attempting forced extortion in Ledo town, conducted an operation in Ledo on the night of May 30.
During the operation, one overground worker Timsay Pongner was apprehended, informed Captain Rahul of Jairampur (Changlang) Battalion of the Assam Rifles.

NAMSAI, May 31: The first District Level Monitoring Committee meeting of Namsai after it was declared a district, was held in the office of the Deputy Commissioner on Wednesday.
Namsai Deputy Commissioner, R K Sharma asked the executive agencies to complete all ongoing civil works within the time frame and preferably before the onset of the monsoon. He further advised HoDs to ensure submission of utilization certificates against all the schemes being executed to enable timely completion of projects and further release of funds.
Planning Parliamentary Secretary Chau Zingnu Namchoom expressed satisfaction over the progress and development of various sectors in the district and suggested conducting DLMC meeting periodically.

Kidding Hydro station at Nyapin completed
KOLORIANG, May 31: The 2X250 Kilowatt Kidding MHS project at Nyapin, Kurung Kumey has been completed on May 22 last by Koloriang Civil Division, Department of Hydro Power Development, informed the Executive Engineer(c) Koloriang Civil Division in a communiqué.
The project is in addition to Paya 2x50KW MHS at Hiya, which was commissioned during April, 2012 with an estimated cost of Rs 700 lakhs and 237.93 lakhs. The projects were funded under Ministry of New and Renewable Energy and state, the release further read.

Free badminton coaching camp ends
ITANAGAR, May 31: The free summer badminton coaching camp, organized by the Arunachal State Badminton Association (ASBA) ended at MLA Cottage Badminton Stadium here on Wednesday.
More than 50 young children, aged between 6 to 13 years attended the intensive coaching conducted by senior ASBA qualified coaches, Pema Ladon, Dilip Gurung and Gita Karki.
ASBA Secretary Bamang Tago, who also is the Chairman of the Sports Authority of Arunachal (SAA), hoped that the camp came handy for the children to learn the basics of the game of badminton. He also lauded the parents for encouraging their children to take part in it.

Minister suggests people friendly banking
NAHARLAGUN, May 31: Attending the valedictory event of the two days annual review meeting of Arunachal Pradesh State Cooperative Apex Bank at the Administrative Training Institute, Naharlagun, RD Minister, Alo Libang suggested the bank managers to be people friendly and work hard to regain the confidence of the people.
Assuring to do the best at the government level for the development of the state's bank and park all developmental / non treasury funds under his ministry at the Apex Bank, he suggested effective work ethics from bank employees of all the 37 branches of the bank.
The minister also opined that the Apex Bank, NABARD and LAMPS together could undertake procurement and marketing of agricultural produces, like ginger, potatoes, rice and horti produces like kiwi, cardamom, oranges, pineapples which are grown in large scale by the farmers of the state.
He also requested NABARD to help Apex Bank and LAMPS in this regard.
NABARD General Manager, Dr Gyanendra Mani appealed to the branch managers to have an emotional approach in landing portfolios to the assets created by the borrower and make it functional, so that recovery of loan is assured.
He also urged each branch manager to adopt a village in their area and promote it.

Skill dev training on embroidery underway at Khonsa
KHONSA, May 31: A 15 days long Skill Development Training on Embroidery conducted by the department of Textile & Handicrafts, Tirap district for Khonsa and Lazu Blocks began on Wednesday.
Circle Officer, Hakreso Kri and Deputy Director Industries (DDI), Pongrem Arangham inaugurated the programme, the second phase of which shall be held at Craft Centre, Khonsa for Lazu Block.
Lauding the Department of Textile & Handicrafts for conducting the training, Kri urged the trainees to emphasise on giving a traditional touch to attires to keep the rich traditions alive. He further advised them to take up entrepreneurship in small scales and become self employed.
Kri also urged the ADTH to open up a sales counter at market area which will help local artisans who produce minor products to sell their products since they cannot afford to open up shops for themselves. 'Such an outlet will help artisans showcase their produce for sale', Kri added.

ITANAGAR, May 31: Arunachal Pradesh State Cooperative Union (APSCU), with support of Bassar Nello Sangtam Ajin MPCS Ltd organized Cooperative Education cum Awareness Programme in two batches at Government ME School, Bassar Nello under Sangdupota Circle of Papum Pare district on May 31.
As many as 130 participants from primary cooperative societies, SHGs, farmers, Panchayat leaders, gaon burahs, unemployed youth and women attended the programme.
The objective of the programme was to give information and publicity on cooperative ethics, values and principles under Arunachal Pradesh Cooperative Societies Act 1978 and Rules 1982 as well as to mobilize for formation of Cooperative Societies.

At Pasighat, a rally was organized by the District Tobacco Control Cell, East Siang in collaboration with Woman Against Social Evil (WASE) group, Sille unit, wherein slogans were raised creating awareness regarding adverse health effects of tobacco consumption and its negative impact on societal development.

Money is always a matter of concern and it is the basic factor which ultimately determines the standard of living. Being employed is not only a dream but also the right of every citizen in India. The lack of employment is one of the major issues in Arunachal Pradesh and when the deserving don’t get employed, the matter obviously needs apex consideration. Unemployment is the phenomenon and a problem which is to be understood from different angles. India is really rich in terms of human resources but still we are a developing country and are remaining with the same status since years. The life of people who are either fully unemployed or partially employed many times is pathetic. We cannot claim our State as a welfare state as long as the problem of unemployment remains unsolved. Everyone knows that India is a thickly populated nation. Population is always increasing by a very large number and at a random pace. However, our State is not in a position to provide jobs to all those people in our State effectively. Jobs and other gainful avenues can’t be provided in the required proportion and thus a major section of the population remains unemployed. Even the education system of our State is also a major factor responsible for the problem.
We have many educated persons unemployed because of mafias and dealers during Job interviews. Only in our Country such highly educated people fail to find a job. Many of the graduates who pass out every year are fit only for office work and not for any other work. The impact of unemployment on our society is very huge. Unemployment leads to poverty, it deprives a person of all the sources for income and as a result, the person grows poor. It also causes numerous social problems such as theft, dishonesty, bribery; gambling etc. The social security of our nation is disturbed. Another major problem caused by unemployment is political instability. Unemployed persons consider the government as worthless which can’t provide them any work. Extreme effects of unemployment on the citizens of our country include drug addiction, frustration and even suicides. Disturbances and disorders increase in our society.
Our State can’t be developed politically, economically or socially, unless the problem is fully solved.
Thus our State is in a great need to solve the problem of unemployment. The government
should take essential steps to check the problem. We know that actually this problem
is clearly an economic problem. So it is very necessary to overhaul our State's economic

Road accidents in India kill more people than some epidemics. More than half of those killed were the younger live. It is sad to lose too many peoples in road accidents. We must make safety on our roads a priority. Driving in big cities is never an easy job. It seems it is nobody’s business for our own city. We make our own rule and follow. Almost 78 % accidents take place due to reckless driving. Do we follow the Motor vehicle act?
Traffic rules and regulations are to assure the smooth flowing of motor vehicles
in the road. The traffic pressure on the roads of our city grows several times. To
control the unprecedented growth of motor vehicles, the first Motor Vehicle Act 1914
which was in later years known as "The motor Vehicle Act 1988" came into force from
1 July 1989, it was amended and revised several times by the Government of India.
The changes in the Motor Vehicles (Amendment) Bill, 2016, were approved by the Union
cabinet on March 31. This legislation is to amend the Motor Vehicles Act to impose
stiffer penalties on traffic rules violations and to protect the Good Samaritans
from legal harassment and was passed by the Lok Sabha. But the rules are never implemented
with good spirit. The traffic is forcing fines for the defaulters on the road. But
are they able to find the reason behind? Under the out-
In spite of fast¬ paced motorisation, we do not have a scientific accident investigation agency. It should be the government effort to improve road safety but there is an urgent need to make administrative changes in the Motors Vehicle Act. Narrow roads and faulty design of flow of traffic are the prime factor. Unaware of road markings make our city most vulnerable. The traffic lights at the road intersections are very important device for the pedestrians and drivers. Unscientific speed breakers with no road sign/markings make drivers uncontrollable. In countries like US, Canada they do not have speed breakers to control speeds rather a STOP sign.
Our city grows with a transportation handicap with tangled plans for road systems. Our infrastructure has not kept pace with time. Public transports are the most disobeyer. City buses are slow, crowded and unorganised. Auto rickshaws ply on whims and fancies. The lack of parking spaces, narrow roads and traffic chaos are the order of the day. The congestion near shopping mall, restaurant, school, office and hospitals are the cause of concern. The routes are unplanned and uncontrolled. There is flaw in designing bus stand. Mushrooming of unauthorised Auto stand is not only blocking traffic flow but also serious concern for the safety of commuters. The road users are unaware of basic knowledge of road markings and traffic signals. Vehicles of VVIPs often break traffic rules. Vacuum horn, zigzag driving, racing bikers are common defaulters on the road. The use of high beams is prohibited within city limits. But are we aware of it? This will cause accidents but also lead to road rage. New LED lights on the streets will suffice this cause. Prohibition of blow horn and judicious use of siren by ambulance are necessary to curb noise.
Traffic management should understand the flow of traffic during peak hours. Use
of hand signal discouraged due inbuilt indicators of vehicle nowadays but it can
help other drivers and the road users more effectively about intentions like slow
down, turn and allowing of overtaking. Parking crisis emerge as vehicles flood in
our city. The only way to solve the parking issue is to restrict parking and make

There are systemic corruption in transport departments in vehicle certification, licensing of drivers and poor monitoring of roadworthiness of commercial vehicles. The rising cost of sale of spares and servicing of vehicles by the virtual monopoly of automotive companies affecting quality of maintenance. The thorough knowledge of traffic rules/regulations, traffic signs and markings are very essential for the drivers and road users. The proper knowledge of these rules can reduce the number of accident and thus can establish a healthy and organized traffic system in our city.
The challenge now is to catch our transport infrastructure up to the demand. Construction
of flyovers, subways, highway engineering is those immediate steps are to be taken
into consideration. Technology can play a key role to smooth flow of traffic safer
and less congested. We need to treat roads as we treat the airways and planes. App
based taxi services UBER/Ola, carpooling may be the future for office goers. But
at present, cost effective public transport are to be given top priority. City buses
are the best means of public transport for common people. They are to be modernised
